US DOLLAR: Russians’ De Facto Currency?

Money is a generally accepted medium of exchange, a unit of value, and a store of value. It was what people trusted.
Russians want to hold dollars and not rubles because they do not want their saving to go down. Is this not true?
If Russians prefer to hold dollars, even secretly, and spend and measure goods against dollars, is it not a De Facto Currency?
An argument could made that the USD will become a De facto currency of Russia if the Ruble continues to fall. Medium of exchange—The US dollar is Russia’s second most used currency, and it is growing as inflation sets in. People do not want to hold Rubles, so the shadow economy and black market grow as the Ruble falls. Unit of Account: Oil, Russia’s primary export, is quoted in dollars. Store of Value -Would not any Russian you know prefer a bank account in US dollars rather than Russian rubles? Yes, and that is why they use US-denominated bank accounts.
